    The Intergovernmental Personnel Act (IPA) Mobility Program enables a feasible and convenient exchange of skilled personnel between government and non-government institutions, such as accredited universities and non-profit organizations. Under an IPA, NIH can temporarily assign employees to outside organizations and institutions.
